Objectives At the end of this course, participants will understand the range of policy instruments (regulation, taxation, direct spending, tax expenditures, moral suasion, etc.) available to meet government objectives and the factors that need to be considered in using them successfully.
Policy making in government is changing, becoming more complex, less focussed on spending and legislation and more on integrated approaches to problems that leverage what exists, what can be combined, and what information underpins decision-making by governments and citizens. From this course, participants will be encouraged to look beyond their current set of tools and explore different instruments for enacting policy. They will understand the importance of appropriately identifying the issue and the objectives, and will be able to analyze a wide range of policy instruments. The course will draw on the experience of participants, and will include case studies, roundtables, group work and presentations. Participants will be asked to submit a brief description of a policy issue currently being considered in their Ministry. The facilitators will choose some of these current issues as exercises for small groups. Following the workshop, participants will be asked to complete an analysis of a current policy issue in their Ministry and provide analysis and recommendations on the range of policy instruments that should be considered.
