 In the wake of two extended wars, western militaries find themselves confronting amorphous non-state threats while trying to cope with shrinking defence budgets. Robotics and autonomous systems that preserve manpower and enhance soldier effectiveness may offer attractive investment opportunities for developing a more efficient military force capable of operating effectively in the future environment. But what challenges do military forces face as a result, when operating alone or with allies? Can they afford to pursue these technologies one program at a time, or do they have to develop integrated modernization, research and development, and science and technology investment strategies in order to field effective, low-risk, high-payoff technology solutions? How can they maximize military effectiveness and financial efficiency while grappling with the ethical and practical challenges posed by robotics and autonomous systems?

KCIS 2015, the tenth annual conference in this series, will bring together academics and practitioners from the military, industry, non-governmental organizations and international institutions to discuss the challenges posed by robotics. We invite you to join us in discussing the drivers influencing strategic choices associated with these technologies, and participate in the formulation of preliminary policy recommendations to advance a comprehensive technology investment strategy.
